Jacky Elizalde held 54% of the vote against Victor Preciado's 46% in the Pomona City Council District 2 race, according to results posted Wednesday morning by the Los Angeles County Registrar of Voters.

The district held the only council contest on the November 3 ballot. Preciado, first elected in 2018, faced Elizalde in a head-to-head runoff after no candidate secured a majority in the June primary.

Both candidates campaigned on expanding housing stock and improving government transparency. Elizalde, a nonprofit director, told the Southern California News Group that the city needs more housing but must preserve historic neighborhoods.

"That means preserving historic neighborhoods while creating more opportunities for homeownership, affordable housing, townhomes, apartments, and other options that meet the needs of different families," she said.

Elizalde argued that City Hall must shift its culture to serve residents rather than explain why projects cannot proceed. "We should stop being a city that starts with why something cannot be done and become one that asks how we can get it done," she said.

Preciado agreed that Pomona requires additional housing without sacrificing its character. He cited his eight-year record of supporting diverse housing types, including accessory dwelling units, condos, and starter homes.

"The key is to build thoughtfully and responsibly, while giving residents more housing choices," Preciado said. He emphasized that transparency requires accessible meetings and expanded translation services so language does not block resident participation.
